If you would change your qualification to this:

(('DB.Status' != 'Status') OR ('DB.Assigned Group' != 'Assigned Group'))

and ('TR.Status'="Assigned") and ('Company'="MyCompany")

This would mean to Notify assigned group only when:

>>> Status has changed from the previously saved value OR
>>> Assigned group has been changed AND
>>> Current status is Assigned and company should be "MyCompany" (no space in 
>>> between)

Checking DB against TR must be the problem with your qualification.

Of course there is full of tickets who goes assigned for company MyCompany... 
but I see no mail...
