Pardon the novice jumping in here, but why are you using the SERIAL image?
This thin client has both a VGA and DVI interface, as well as PS/2 keyboard and mouse connectors.
Are you not using those for your console?
I have installed AstLinux on the HP thin clients and used the VGA and PS/2 keyboard as my console with a good deal of success.

This is on the final line of the screen, there is no command prompt and
the cursor is flashing at the start of the second line. Note that the
machine is not totally locked up as the Num and Caps lock still toggle
the keyboard lights on.
I don't think this is a usb issue, if you're not using the usb, turn
them off.  Are you 100% sure that this is actually hanging up?  How long
are you waiting before giving up?  There may actually be activity while
the screen is blank.

I am using USB to copy the Astlinux files from a USB stick. However this is not connected when I get these symptoms - and there is nothing else connected apart from a monitor and a keyboard.

I will boot it up again and leave it for a longer period to see if it sorts itself out
