The first thing I did was check the on the websites for the three cards that immediately sprang to mind: M-Audio AP2496, Echo Mia, and EMU 0404. None of them claimed to have Linux drivers :-( I think your best bet would be to ask on a Linux forum somewhere.
As for the USB issue. I see no reason why a USB soundcard shouldn't be just as good as a PCI one. In the early days of USB soundcards, there were a lot of stability problems, but I think that was more down to the immaturity of USB in general. Things seem to be fairly settled now. Quite a lot of very respectable manufacturers (M-Audio, Terratec, Echo) have USB (or Firewire) offerings. I can't imagine they'd do that unless they were confident they could deliver a good product.
