I have used points as the unit of measure for paragraph styles and
centimeters for page margins. I don't see any problem with mixing them
in this way.
And once all these things are defined in the template, then it doesn't
really matter what unit of measurement a writer chooses for displaying
the file when working on it. The only measurement I can think of that
a writer might need to work with is table column widths, which are
generally adjusted to suit the contents. (It's early, so perhaps there
is another common use that doesn't come to mind right now.)
Later today (after going through all the recent notes) I will make
another round of amendments to the template, including adding more
instructions (thanks, Michele, for the ones on cross-referencing).
