Most if not all of the pictures are anchored to the paragraph, not
only because of a bug in OOo3.0 but also because with the two columns
layout and normal anchor as character you very often see lots of space
at the bottom of the columns. A anchor to paragraph with some spacing
in the wrapping page of the frame formatting and a positioning at the
top or bottom of the column where the anchor is does a decent job in
keeping the half empty columns a rare event.
BTW... I will probably create a OOoPictureFrame style to automatically
include some spacing between the frame and the surrounding text.

One observation: The Tip, Caution, and Note tables are vertically top
aligned, not at center. It is barely noticeable for the Caution icon.
On page 21, the styles chosen for the Tip table contents do not mesh well.
Another small point... We should use non-breaking spaces separating the
magnitude from the unit in a quantity expression and also in figure or
step numbering, such as Figure 2 or Step 2, etc. Having the number
broken off at the end of a line is unattractive, especially if at the
end of a sentence.
