In a cross-reference, the only way I know of to handle it is to type
Figure, a non-breaking space, and then use "Numbering" as the
cross-ref format instead of using "Category and Number". That way only
the number is a field; the field doesn't include the word Figure and
the space. I generally don't bother with the extra work until/unless I
happen upon an x-ref that actually does break.

Well, the Wikipedia style uses non-breaking spaces for their quantity
expressions when used with (SI) units, among others. Having them break
for those rare times when at the end of the line are unattractive and
are considered as being a particular type of widow/orphan.
The sample chapter could have used them in the "step 2" or whatever it
was. That didn't involve a field, so it would have been easy to insert
and would have been "better" writing. We should strive for being better
when it would be easy to do. Also, including that in our style guide
would be a worthwhile training lesson for budding writers for use
elsewhere. I noticed that a non-breaking hyphen was used somewhere in
that sample chapter, which was excellent.
