In a cross-reference, the only way I know of to handle it is to type Figure, a non-breaking space, and then use "Numbering" as the cross-ref format instead of using "Category and Number". That way only the number is a field; the field doesn't include the word Figure and the space. I generally don't bother with the extra work until/unless I happen upon an x-ref that actually does break.
