I think you have hit a bug. I just tested the phong shader that is used
on the normal mapping demo [1] against trunk.
If I make the bust stand still and camera does not move (hence no
movement in the scene), the specular highlight is removed when phong
shader is used. I guess this may be related to the new triangle caching
mechanism introduced in 2.2?
