this is not Prefab related, if the maps are exported in the map "images"
its an url issue in your project.

For the AS3, the class/images embeds are declared on top class, make sure they 
are correct relative to swf.
you also should get error if embed fails, due to missing flex sdk, in case of 
flash ide cs4 or cs5.
if not then its either that the files do not have sufficient privileges to be 
accessed by your editor or like in 99% of cases
url is simply wrong.
