I was looking at some of the data (GEDCOM) that I had given to someone that began using it in his publications and realized that definitely is my work because I did abbreviate the country, as the way that I learned pretty much is like how you wrote it out, minus the detail part. But I learned you start off specific to the more broad area, like how your software states, although seems very US-centric with "state" because not every place uses state, or even county like with Louisianna.
In my software that I currently use and those of the past, the PLACE is as free for me to write, and I always start off specific if I can. If I have a church, I'll list it. If I have the name of the hospital or cemetery, I use that, then the location. And like you, I don't mention the country. In fact, I should double check that but if I'm not mistaken, I tend to focus on the area I'm researching and anyone from outside that country, I list it. For example the largest database I have are of people mostly in Hawaii and anyone outside of Hawaii, I list the country. So for my mother under her PLACE I have: Honolulu Hawai'i. Only recently I began putting Honolulu, O'ahu. But for my mother's grandmother Emma I have: Waikapu, Maui, Kingdom of Hawai'i. And Emma's "lover" I have: São Miguel, Azores, Portugal. I too need to be more consistent but this is a very large database which I had combined from other large databases more than 10 years ago.
