I just spent some time looking at the Passenger list and the passports from 
Ponta Delgada. I have some thoughts for your consideration:

 

The passenger list turned in on arrival should be considered accurate.

 

On the passport records from about 1 Oct 1906 to 4 Oct 1906 there are a number 
of people that received their passport with a destination of Sandwich Islands  
which is what Hawaii was also known as at the time.

 

On the Passenger list the ticket was paid for by the Hawaiian Board of 
Immigration for the people on that particular page. This is a big clue. My 
guess is that a representative went to the Acores and hired a number of men 
with their families, and to entice them to sign on the Hawaiian Board of 
immigration paid for their transportation under agreement that the men would 
work for a period of time. My guess and perhaps someone more familiar will 
attest that this board represented the plantations which joined together to 
hire workers.

 

I think the reason you cannot find them in the passport records is because this 
whole group was processed separately under a special agreement with the 
authorities as a group and the records were kept in another book.  

 

I could be completely wrong but that would be my explanation.

Attached is the passenger manifest for the S.S. Suveric which left port (Ponta 
Delgada?) on 5 Oct 1906. My great grandfather and his family are listed on 
lines 3 - 9. I have also attached his baptismo record because at the far right 
of the manifest under "PLACE OF BIRTH" it lists Lomba do Joao Loução, which is 
a part of Povoação. Manuel was baptised at Nossa Senhora Mae de Deus, Povoação, 
so he must have lived in Matriz da Mãe de Deus in his youth.

 

I have looked at all the passports #472 from 1894-1906 and nothing matches. 
I'll look for variations of the number, names, Freguesia's, and Councils. 
Hopefully I'll find him listed.
