I wonder if this is a GSM only thing and if it extends to CDMA devices.

Either way, with lower case gprs/3f/edge, I'd expect data, just nothing to do 
with Blackberry.

On the main screen.  It will say EDGE or GPRS (or whatever your carrier says) 
in capital letters.  If it shows edge/GSM/gsm/OFF/X, then you wont get BES 
capabilities.

As Remzi says, also make sure your network connection is in UPPER CASE. Lower 
case indicates no BES connectivity.

Does anyone know what process a BB goes through after it restarts from a 
battery pull? I have a couple of users whose devices will stop communicating 
with the BES from time to time and a battery pull will fix it. But before I try 
that, I try a "reconcile now" and I try regenerating the encryption key. 
Neither of them work, but when I reset the device, all the emails come through. 
Anything I could check as to why they just stop communicating with the server?
