I haven't confirmed this so haven't updated your instructions below, but I 
suspect that in E. if you haven't done a 'update' jpkg '' then the result of a 
'status' will be something like "Local JAL information has never been updated."

I think it should read:
      E.        load 'pacman'
            'update' jpkg ''
[Updating server catalog...]
[Status info]
            'upgrade' jpkg ''
[Upgrades of base library and ide/jhs]
[Status info]
