I would definitely prefer this direction, as it keeps things
consistent with how Blender already functions.  Perhaps creating
copy/paste functionality that uses the active keying set.

During my time animating in Maya, I certainly used the method
described by Jason a lot.  (Essentially you can scrub the timeline
without the scene updating.)  So I understand how efficient and useful
it can be.
But I find 90+% of what I used that for is covered really nicely by
copy/paste pose in Blender.  And most of the rest would be covered by
my suggestion above.  So I'd rather not clutter Blender's
functionality with that.  It also always felt a bit hacky to me in
Maya, scrubbing the timeline without the scene updating.
