But 12% is still 12% no matter how big the pie. The capital markets care about rates of return, thus, this should be a wash.

None of that is news to me. But think about it. They get the 12% return no matter what. That is, they get the 12% return whether they build more power lines or not. Thus, in theory, ATC's motivation should be neutral. Should be a win-win. Furthermore, no one loses with smart energy use. have a better, more vibrant economy *and* society by using resources in non-wasteful ways. I love jeremiads.)

The upshot: It only looks like a nail if we let the hammer do the thinking for us.

And, oh, this is plenty on topic because some key bike routes have been targeted for the line. Basically every community (bike or whoever) should be outraged by this.....And then they should question their own consumption habits & do something about it.
