Unfortunately, ATC's "little motivation" is to BUILD MORE POWER LINES. 
Remember, they're 
a for-profit corporation, guaranteed by law to get a 12% return, fed TO its 
shareholders, 
but fed entirely BY us, the ratepayers. So once again, to them, "everything 
looks like a 
nail" - the solution to every electric energy problem, to them, is MORE power 
lines. I 
would trust them with your idea about as far as I could throw one of their 
poles (while 
riding my three-speed - there, that gets us back on topic, right?).
