The reasons for not assigning demerit points for red signal violation citations issued when the violation is captured via camera as opposed to via police officer observation are 1) the ticket will be written to the owner of the vehicle, not the driver. This is similar to citations for disobeying an Adult School Crossing Guard or a stopped school bus where the violation is reported by the Crossing Guard or School Bus Driver. 2) by issuing the ticket to the owner, instead of the operator of the vehicle, we avoid the privacy issues that killed photo radar speed enforcement in Wisconsin.
