I was aware of the privacy/identity issues, although I should have made
that clear.  I guess I was suggesting that I would like to see the scope
of the legislation expanded so that issuing demerit points is possible.
So maybe you can't prove that the owner was in the car, but there is a
precedent out there for holding people who facilitate dangerous driving
accountable: Bar owners being liable for drunken driving by their
patrons.

In any event, I agree that the safety benefits make this bill worth it
even if it does not live up to my personal ideal.
