The timing of the traffic signals, including the length of the yellow,
will not be affected by this bill. 

The camera only takes a picture if a vehicle is detected by loops in the
road.  The cameras do not run constantly and there is no one "watching"
the intersection in Big Brother fashion for violations.  Pedestrians
crossing against the signal would not be detected.  I'm not sure if the
loops would be sensitive enough to detect bicycles, but even if they
are, since there is no vehicle registration plate on the back of a
bicycle there is no way to identify the owner of the bike and thus no
way to issue the bicycle's owner a ticket.

I agree with Steve Drake that this is something bikies should be able to
get behind.  I cross E Wash at Ingersoll on my daily commute home and
typically have to wait after my signal turns green for 2 or 3 motorists
on E Wash to run the red before I can proceed across.
