My daily commute includes these very heavily used official bike routes:
King St leading up to the square

 (4.3% grade)
and Carroll St on the square:

 (4.5% grade)

the hilly parts of Observatory Drive are not official bike routes according to 
the city map (though obviously that does not keep many cyclists from using it).

impressive grades, I'm sure.

Who are the "they" that you are talking about?  Car commuters?  Transportation 
planners?  City officials?
Your dialog may be different with each naysaying group.

I recommend that you find a biking group in San Francisco and pose a similar 
question to them.
You could also reach out to the League of American 
Bicyclists<http://www.bikeleague.org/> (LAB).  They love data and advocating 
for bike commuting in the states (and beyond, I would bet).

This is great and I like the Strava segment because I'm hoping for exactly that 
kind of detail. I wish it had min/max gradient.

You all are refreshing my memory and I double-check against the interactive map 
which shows actual routes.

Dave - I see that Edgewood Ave. isn't officially a route BUT it is a killer.

I think that Seminole (Arboretum entrance to the Beltline) probably has a 
heftier gradient than Old Sauk (Old Middleton to trail entrance) - opinions?

The place that always stopped me was the street bike route up Glenway St from 
Monroe to the trail. It is short but the grade was always a stopper for me.

I just tried the google map bike route planning thing for Madison but it 
overshot the capacity of my Internet connection (pretty slow) yet the route for 
bike is substantially different than the same to/from for car. I wonder if 
google works in topological data.

Thanks for all of the feedback. If there are other tools being used (Strava was 
listed) please post those too.

If you count the surrounding area (ridden by many cyclists in Madison) my 
GPS-bike computer registered highest on Timber Lane just south of Mauer Road, 
at 21% grade. This is the highest I've seen, including my riding on Forest 
Service roads in the North Cascades, OR!

Don't know whether it's the steepest grade in the city, but Old Sauk Road 
between Old Middleton and Ozark Trail is about 12%. And I curse it every day.
