It seems like prohibiting bikes should be a last resort (and probably not very effective without a significant and continuing enforcement effort). I would imagine there are some minor physical changes that could effectively deter the problematic behavior.
What about installing the equivalent of a chicane at either entrance and at strategic locations in the middle? At least this would slow the bikes and might discourage cutting through altogether. I'm sure costs are a concern for permanent materials, but it could probably be tested with temporary materials first and then finalized if it proves effective.
