[Blind-Computing] reassigning a hotkey stroke

Hello, I wanted to know how to change a hotkey without it opening the 
program it is currently assigned too so I can reassign the key stroke  to 
another program.  I used shift control o for word but I want it to change 
that key stroke to outlook instead.  But it keeps opening word when I try to 
reassign the key stroke!
