[Blind-Computing] reassigning a hotkey stroke, weird computer just weird

Okay, I restarted my computer and now it is letting me assign the shortcut 
key for outlook.  When I restarted the computer I noticed my shortcut key of 
control shift o did not work at all.  Before control shift o kept opening 
word when I was trying to reassign it to outlook.  I went to the same 
properties to assign control shift o for outlook and it accepted the key 
stroke for outlook.
Sie, I wish my computer would say "Heather restart me, maybe I will 
cooperate!" Thanks to everyone for the assistance!
