All monsters have something called a challenge rating, or CR for short.
Each monsters CR is a number revealing the estimated danger such a creature
challenges to four characters that are the same level as the CR number..
Hence, a CR 5 is able to challenge a group of four adventurers. Some monsters
have CR's that are less than one. These monsters are considered less than one.
In those situations place together the amount of monsters it takes to create
the CR you want, but generally this only workds for the first few levels of
characters.
I beleive skeletons are one fourth CR. Four skeletons are then a CR of 1.
This would help for your game, in deciding what monsters should be available to
fight characters at which time.
One Note: The CR of monsters are sometimes too low, in my opinion. Especially
the elementals and dragons. It should also be considered that not all monsters
encountered by characters should be the same CR each time. I make it a general
rule to make the enemy the party fights at least one or two CR higher than the
average levels of the party.
