So true.  If the weather is to bad a red flag will come out.  This delay 
could be for say a minute while you hear rain hitting the roof of your car. 
During the delay you could check out things like track position, leader 
board and overall condition of your car.  You maybe also can hear the P A 
announceing things like the lineup and standings.  Actually able to hear 
some
P A during the race would be nice.  This could be an audio announcement of 
Cars position on the track, where the learders are at and close battles 
between racers.

You would hear things like:

Johnson passess Smith for the lead in on the backstrech heading for the 
White Flag.

Watch out!  Charles' 45 Ford has smoke his engine. Oh, my  Crash Whittington 
39 Chevy just T boned the number 45!
The Rd Flag is coming out.
What is this?
Charles and Crash are having Words.
Oh oh its a barn burning Slug fest.
(Crowd gets louder).
Their now rolling arond in the mud.
I guess the drivers are OK...
After the wrack, they are just blowing of some steam.
The two smashed cars and drivers are towed off are we are already to get 
back to action.
