Hi Jennifer,
You can fit an isolater valve, but this would depend on whether the tap is on 
the outside wall of your house.  if so, and you can get at the pipe work just 
before it goes through the outside wall you can fit an isolater of the type 
that can only be turned with a screw driver, from with in your house.  If this 
is not the case, and it is a stand pipe and the pipe work is not easy to get at 
then yes, remove the tap handle.

 In case you are worried about my kids safety, my back yard
 is very tiny and there is only this one little strip around
 the corner to the locked gate that puts them out of earshot
 from my kitchen.  Unfortunately the faucet is over their.  I
 usually notice right off when it is on, but I want to stop
 it before it starts.  Squirrel shockers and other such
 deterrents are out of the question.  though you notice the
 thought has crossed my mind.
