bq. otw I've to first iterate over all the ledgers and get the total count.
Adding one more point - due to concurrent ledger creation/deletion by other
clients, there are chances of mismatching the total count when iterating over
the ledger renaming. Since this is not for validation purpose, it can just skip
if the pending count goes to negative values.
