I have a Brewtus IV, after hearing several complaints and having a
machine go on me, I would suggest making sure you purchase from a
reputable supplier.  I got an exchange for mine.  Having said that I
love mine and it is a vibration pump. So I see no reason, when already
extending your budget to go for the rotary pump (it will have to be
plumbed in and should also use a reverse osmosis system (adding to the
cost).  I use distilled water from a local store that works fine.

My steam wand makes more noise than the pump does and if you are
worried about a little noise early in the morning a kitchen door will
solve that problem.  The unit works well and I am happy I went for the
Brewtus IV.  When purchasing the unit my supplier clearly stated to
me, unless I really wanted to plumb  in the unit not to waste my money
going for the rotary pump. The most annoying thing about the vibration
pump is the rattling from the water tray and the top cup tray.  This I
have stopped by just putting a little dab of clear silicone to act
like pads on both.

So:
About the same results in coffee from either machine (I was told by
dealer).
Less noise from rotary pump but needs plumbing in and should also have
an in line water softener or osmosis system adding to cost.
Use and forget for rotary (except upkeep of filter system).
My vibration pump unit I have to purchase water ( I do not use the
little filters that use salt). An I have to fill unit and empty tray
by hand.  But you need to take out tray on rotary unit to clean it
anyway.
You  can just take a hose and stick it in a container of water with
rotary pump unit but you will get no pre-infusion. An if you run out
of water you could burn the unit. No safety switch.

I have never heard the rotary pump, except on youtube.

I will say I am very happy with my vibration pump unit and if I was to
be purchasing again for what ever reason I would go with what I
purchased the first time around.
