Do you have a voltmeter? Is the heater getting power? I think the light flickers because that's what PIDs do to keep the temperature constant. But when the water is cold the heater will be on constantly and the light will do the same.
If I was guessing I'd say the SSR died, the heater died or there is a bad connection somewhere.
