I've felt that the main reason that we having officially declared war is because there's no one to actually declare war ON. Meaning that there's no one foreign government behind what happened on Sept 11th. Sure, we are spanking the Taliban but that's more because they won't turn over bin Laden, isn't it? (And they certainly deserve to get slapped for a host of other reasons that existed before Sept 11th, but that's another issue...) If it had been Iraq or someone like that behind the attacks, I think the USA would have declared war immediately on that country and we would have our declaration of war. - John H
