Then you've missed the point.  The point as I see it is not to invoke
regulation by an "official body" but a) to hash out what we expect from
one another, and b) to limit by common consensus the functions of
listowner to certain specific things.  A "constitution" is simply a
convenient way to structure such a discussion.
