Unless an actual *person* is harmed, it seems like most actions are civil in nature, resulting in fines, etc. I envisioned an at best loose central governtment, mostly concerned with protecting the populace from other countries. Self-policing and constant surveillance in its transparent society seemed to be what kept most folks following the law.
