Brin seemed to imply a variety of different governments around the workd,
PEZ (or whatever it was) being one where the "big deregulation" had made
particularily government-free.

Interestingly enough, he cites many environmental, traffic, civil, and other
types of fines (covering everything up to corporate espionnage!), which
makes it an extremely POLICED stated. By its computers and its citizens, I
conjecture.
