Because of the nature of what he did  compared to what Clinton did.  It was
the _voters_ who decided that Nixon would have to resign, not the Republican
party.  As it was, the Democrats has a near record off year election after
Nixon resigned. IMHO, the voters have the right to influence the decisions
of Congress.

The Iran-Contra affair ended early becasue the Democrats has a fairly decent
idea of which way the political winds were blowing.  Even though Ollie North
was culpable enough to be convicted later, he gave a good enough
presentation at his Senate hearing so that he came across as a hero.  The
Iran-Contra investigation was dead in the water at that point.

I think the voters were right in ensuring that the Clinton impeachment did
not go forward, while I think they were wrong in stopping the investigation
of Iran-Contra.  But, no matter what, I think it is the right of the voters
to determine whether a president stays or not.
