That's funny, I thought that that was Congress' right.

And indeed, the polling showed that voters weren't particularly involved in
the issue, and thus had not made a firm conviction either way.    There is
no evidence that if Democrats had done the principled thing and insisted
that Clinton resign the Presidency in favor of his hand-picked successor
that the public would have created some sort of backlash against the
Democrats.
