But AFAIK politicians all over the world are promising the A-Bomb to solve all their problems. Here in Brazil, for example, the presidential candidate Lula promised this when he spoke to the militaires. I imagine that a world where every country has an A-Bomb would have lots of nuclear terrorists, exploding Paris, Tel-Aviv, Bali, etc - and it would be impossible to trace them.
