Lets take all the failed policies of Texas (one of the worst states educationally) and apply them unilaterally to all states including ones like Iowa and Vermont which have the best Schools in the nation. Lets make it so qualified teacher who have been teaching for years, are no longer qualified,. Lets Make teachers teach to tests which is what standardized testing of this sort does.
