One could have asked that about the unruly Tajiks,
Uzbeks etc in the Northern Alliance.  The answer? 
Make it the only logical choice in their own best
interesst.  And yes, it woulda worked.

They had every motive.

I know a lot more about what was discussed than you
might think.  Oddly, that's an easy thing to check. 
What's not easy is to find out more, once an option is
under discussion.  But what's excluded and dismissed
out of hand?  Usually easy to tell with a few contacts.
