Hm.  Horses and dragons.

Sounds like the right Anne McCaffrey might be of interest.  Not
necessarily fantasy.

Harper Hall trilogy - Dragonsong, Dragonsinger, Dragondrums - may be a
little young for her, but there isn't anything really racy.

Dragonriders of Pern - A little racy in spots.  Ones with horses in
them, IIRC, include Moreta and Nerilka's Story.

Decision at Doona isn't fantasy, but has horses.  And a fairly
delightful alien race.  (At least, I found them delightful when I was
13....)

She's also written a few romances, some of which have horses.  Ring of
Fear is a murder mystery/romance that has horses.  The Kilternian Legacy
has a horse, but probably not enough to fulfill the horse/dragon
requirement.  The Lady has lots of horse stuff.  

Oh, and the short story collection Get Off the Unicorn has bits of this
and that, and might be of some interest.

FWIW, I read everything listed above except The Lady between the ages of
13 and 17.
