You've already gotten lots of good suggestions; I'd
like to add my cheers for The Last Unicorn, the Harper
Hall trilogy, the Earthsea trilogy, the Belgariad, and
Watership Down.
I'd say no to anything about Donaldson's Thomas
Covenant - what happens to the 'horses' is awful, and
I **strongly** object to a hero who is a rapist.
Patricia McKillip's Riddlemaster of Hed trilogy is
wonderfully written (IMO); Madeleine L'Engel's A Ring
Of Endless Light involves dolphins instead of horses,
but is a neat story about a 15 yo girl (and there are
lots of related books too, if she likes it; same
author wrote the Wrinkle in Time juvenile fantasy
series, which I still enjoy reading every decade or
so). Nancy Springer wrote a fantasy series in which
'elvish' horses and dragons are involved, but I can't
recall the titles very well...I think the first was
The White Hart? I do recall that a later one, The
Black Beast, was quite dark, and I didn't care for
some of it's characters, but I don't remember why.
Andre Norton's Witch World series has one book about
the redemption of the Keplians, evil demon-horses, by
an orphaned Apache girl: Key of the Keplian. I think
the Chronicles of Prydain by Lloyd Alexander might be
too young for her, although the princess is a hoot,
and a princely pig-keeper as hero is nifty. Oh! Did
somebody already toss in The Princess Bride? Lots of
fun! I do enjoy Robert Jordan's The Wheel of Time
series, although he's gotten rather bogged down and
needs to finish off, for goodness sake...there is some
mild sexual content in later books, but I don't think
it's shocking or offensive. (first book: The Eye of
the World, IIRC) It has some good horses, but dragons
only as symbols.
