Very true and slightly more detail... said proposer suggested that he'd
become semi-professional and dedicate a vast amount of resource (time and
money) into searching for suitable venues, investing in equipment to run
events (e.g. a transit van packed with marquees, cones, scoreboards and
water-bottles) and then setting up and running the events. The ideal term
would have been more than one season, in order to offset investment costs
against a longer return.

Not entirely... it's my (slightly fuzzy, so possibly not entirely accurate!)
recollection that there was a preference to run a bidding system in order to
encourage other and new TDs to be involved; and to reduce the potential
financial implications of a monopoly; the potential risks if/when such a
monopoly decided it wasn't willing to continue (e.g. what if everyone else
'forgot' how to run a tournament).

Agreed. I would point out that it ought to require at least a couple of
visits to a venue (I've been known to walk the fields to assist the
groundsmen in laying out pitches and dealing with molehills/potholes).

In fact, I'm in the first stages of making contact with my favourite of
those venues again, with a view to something in 2010. It'll be a max of 16
pitches - probably less, because pro football is willing to pay money to
STOP us playing there, so we may be looking at a LOT of money. It may become
quite elitest, and quite possibly not a Tour event...
