I would prefer you make the rest loaded by the stage2 itself.  This
makes sense to me, because it means that the stage1 doesn't need to be
changed, and would only contain block lists for the first 4KB of the
stage2.

That means that only grubinst (or equivalent) and the stage2 needs to
know about the extended blocklist.
