Mandatory would be preferred, since you don't need to provide compatibility to other, unsynchronized consumers. It's called from the GUI as well, but that is liborchestrator code that is shared between AI and GUI.

        This is actually a general problem in the ICT design - it
        attempts to infer its actions based on artifacts in the image
        rather than from direct instruction by the calling program,
        which of course knows what type of installation is being done.
          It may be beyond the scope of what you can do in the time
        allotted, but if possible it would be good to pass an arg to
        install-finish instead.
