There would not be a way to switch them on and off with out
recreating/downloading the image with out one or the other.

thank you, I will clarify that. Would it be best to change "net-fs-root
service" to "net-fs-root script"?

It worked fine in our prototype. We disable console login along with AI.
This all happens before either of them start running.

 Sorry, I'm not quite sure what you are asking. I believe the answer is no
since we are stopping the AI install before the service discovery happens.
