Anderton & Standedge are not free. It was decides to put (I seem to remember 3 pounds) on everyones licence fee to cover the costs. As the amount was so small it seemed better than putting a large cost on the comparatively few people that may use them. It also prevented a usage charge becoming a precedent. Nabo fought against the Llangollen charges and I still believe they are not legal. This was a failure on Nabo's part but volunteers have limited time.
