People are generally very keen on other people obeying all rules, but
tend to have their own special circumstances that should be taken into
account when they come up against them.

My take on this debate is that total zero tolerance of all rule
breakers becomes prohibitively expensive to enforce, but there
certainly needs to be active license evasion enforcement.

Otherwise some common sense is needed, with the rule of thumb being
adverse impact on other boaters. Overstaying on underused visitor
moorings needs a lighter touch than at honeypots. It's often the
spirit of the rules that need capturing rather than the absolute
letter in the real world where decisions about priorities and
resources have to be made.

And while I do support strict enforcement of safety rules, I hope
we're not going to start expecting a sanitised waterways only for the
affluent. Scruffy boats have their place.
