The armed forces are under civilian control by deliberate design. Militaries,
however, cannot be effectively run by committee because the need for action can
quickly outpace a committee's ability to respond. Someone has to be in firm
control at the top; so if it's not the president (the top elected civilian), who
then? Who else should we trust with the security of our nation?
