Sorry George, I didn't mean to dump on you but I always get nervous when folks
start talking about changing the structure of our government.
The position of commander-in-chief belongs in the hands of the President because
he is our highest elected official. The military is therefore effectively under
civilian control (no person actively serving in the military may run for or hold
an elected office). Countries that do not have such a system seem to be
terminally in danger of military coups.

That would put the control of the military back into military hands - a very

Congress has the power to declare war, not send the military into conflict (not
the same). Only the president can order troops into battle.

I would sooner have a novice that I or my countrymen voted for than an 'expert'
that no-one voted for. The system ain't broke (on that issue, anyway) so don't
fix it.
