A foolish man is a foolish man, regardless of military background.  A
president, civilian his whole life or not, makes decisions based on the
advice of his aides/advisors.  If he chooses to ignore that advice then he
is a fool.  If I were a history major I would now list out all of the former
military types who were leaders of their country who made foolish mistakes
at a time of war.  But hey, I guess its a consolation to those soldiers who
die following fools knowing that they were following someone wearing a
uniform.

I don't know. If I had all the answers I'd be richer then bill gates :). 
Maybe the chief of staffs? Maybe abolish the chief of staff which is 
political appointed( I think not sure). How about having the highest ranking

officer in each branch get together and vote for a chief. That chief has 
full control over military actions. When the majority of congress votes to 
enter a conflict, the chief takes over. This way you have an expert leading 
the operation instead of a novice.
