I don't know much about Canadian law, but I would agree that you should be
looking for other employment.  Some employers have a hard time understanding
why you should be making as much a year out of school as it might have taken
them a decade to build up to.  They don't like it, and simply won't budge.
Also, the fact that you are working for a non-profit doesn't help.  They may
simply not have the available funds, but that shouldn't stop you from trying
to earn a  living.
